Peak
Sources disagree. Town site: peak mid December, 100 to 250 eagles most winters, 400 to 500 in big years, numbers fall from January as birds move to east Hokkaido. One observer: numbers drop after mid December, go late November to early December. Another found only about 50 in mid December 2019 in a warm winter when other rivers stayed open. Working target: 25 Nov to 15 Dec, and check local reports (Hamatonbetsu tourism association, Hokkaido Shimbun ran an observation event on 6 Dec 2025).

Habitat

Also here
White tailed eagle, red fox. Whooper swans at nearby Lake Kutcharo possible, not verified for December.
Light
45.06N. Computed with astral (22 Sep 2026): max solar altitude 24.3 deg on 25 Nov, 22.1 deg on 10 Dec, 21.6 deg on 20 Dec. The sun never climbs above 25 deg all day. Sunrise 06:41 to 07:05, sunset 15:48 to 15:53, about 9 h of daylight, of which about 4 h has the sun below 12 deg. Soft light source: low sun across the whole day, plus winter monsoon cloud and snow showers on the Okhotsk coast (cloud frequency not verified, inference; one observer notes clear skies turn to powder snow within minutes). Midday is usable. No access schedule: roadside and community center, so you can be in position every daylight minute. Cost: overcast at 45N in December is dark. Expect ISO 3200 to 6400 for 1/2000 flight at 600mm; perched work is easier.
Weather risk
Snow / blizzard (asset) and High wind
Tides and moon
Not applicable (river).
Atmosphere
Falling powder snow over dark birds; snow loaded branches; eagles bathing in shallow runs (observer report); grey white sky as a clean backdrop for the tree.
Permits
No permit. Town rules: do not walk into pasture or riparian forest to approach the birds, no tripods on the bridge, no long roadside parking, use the community center car park. Species is a Japanese National Natural Monument. Drone rules not checked.
Getting there
Self drive on snow and ice with a winter tyred rental car. Nearest airport is Wakkanai (drive time not verified). Accommodation in Hamatonbetsu not researched. Snowstorm days will be lost; the town blog notes to take the non blizzard days.

Who runs trips here: None needed, self drive. No photography operator found for this site.

Peak
MoE census 2014/15, Utoro side: highest count 185 eagles on 25 Feb in one series; another series in the same report peaked at 49 on 4 Feb (species and age split not clear from the excerpt). Numbers drop sharply in late March. Drift ice usually reaches the Okhotsk coast early to mid February. Target 10 Feb to 5 Mar.

White tailed eagle, sika deer, red fox, drift ice landscapes, frozen Oshinkoshin falls.
Light
44N. Computed: max altitude 31.5 deg on 10 Feb, 36.8 deg on 25 Feb; about 4 to 5.5 h per day above 25 deg, which on a clear day is hard light on a black and white bird over white ice, so write off late morning to mid afternoon. About 3 to 3.3 h per clear day with the sun below 12 deg. This coast faces west and northwest: sunset azimuth about 251 to 258 deg sets over the sea ice, so evening backlight and rim light are available from shore. Sunrise is behind the peninsula. The Okhotsk side is more exposed to northwest monsoon snow than Rausu (inference, not verified), so overcast all day soft days are likely more common here. Public road, no schedule, in position any hour.
Weather risk
Snow / blizzard (asset) and High wind
Tides and moon
Ice position is wind driven, not tidal. Onshore winds pack ice to the coast; offshore winds can clear it within a day. Check ice charts daily (Japan Coast Guard sea ice centre).
Atmosphere
Backlit sunset over the ice field, snow squalls moving across the ice, blue shadow on the ice after sunset.
Permits
No permit for roadside shooting. Shiretoko National Park and World Heritage area. Walking on drift ice only with licensed drift ice walk operators. Route 334 over Shiretoko Pass is closed in winter. Drone rules not checked.
Getting there
Memanbetsu airport (Abashiri) is the gateway. Base in Utoro. Rausu is on the other side of the peninsula and in winter can only be reached the long way round since Route 334 is closed (drive time not verified). Combine with the Rausu window in one trip.

Who runs trips here: Self drive. Picchio (Utoro) runs vehicle based eagle and wildlife watching from 1 Dec to 31 Mar, from about 4,000 JPY, useful as a day 1 local briefing. Shiretoko Nature Office runs winter animal watching from 15 Jan.

Peak
Eagles on ice needs ice in the strait, and it varies by year. 2026 season (Japan Coast Guard): first drift ice 2 Feb, ice bound 9 Feb to 2 Mar, last ice 3 Apr. MoE census peak on the Rausu side 12 Feb (2015). Operator: before the ice (January to mid February) eagles plunge to the sea surface; after the ice arrives they fight over fish on the floes. Target about 10 Feb to 5 Mar.

Habitat

Crowds

Also here
White tailed eagle, spotted and ribbon seals on the ice in early spring, sea ducks and alcids around the harbour.
Light
44.02N. Computed: max altitude 31.5 deg (10 Feb) to 36.8 deg (25 Feb). Sunrise 06:26 to 06:04, azimuth 110 to 102 deg, rising over Kunashir. About 1.5 h of sub 12 deg sun after sunrise on a clear day. Conflict: a photo cruise operator says dawn rarely works (ice and weather rarely line up, no fast shutter) and recommends midday for shutter speed, which breaks the soft light rule. The same operator notes that from about 15:00 the mountains to the west put the ice in shade, giving a long blue violet period. Access: dawn cruise runs 30 Jan to 10 Mar 2027 and leaves before sunrise; 08:30 cruise 23 Jan to 14 Mar; the 13:00 one hour cruise is not built for photography. NOT VERIFIED whether any photo cruise is on the water after 15:00 for the shade period; ask Kita no Shiretoko Kanko. Realistic soft light: about 1.5 h at dawn on clear days, the whole cruise on overcast days.
Weather risk
Snow / blizzard (asset) and High wind
Tides and moon
Ice position is wind driven. Cruises are cancelled for rough seas or when the ice is too far out.
Atmosphere
Sunrise over Kunashir behind the ice, blue violet ice in late afternoon shade, snowfall.
Permits
No permits. Boats throw frozen fish to bring the eagles in (baiting, documented by the operators themselves and by many photographers). Minimum 5 passengers per sailing. Nature Cruise bans tripods on the first floor passage.
Getting there
Nemuro Nakashibetsu airport, direct flights from Tokyo, about 1.5 h drive to Rausu. Stay in Rausu near the port for dawn meetings; departure time is confirmed by phone the day before. Weather cancellations are common, so book several mornings.

Who runs trips here: Shiretoko Nature Cruise (Evergreen, Evergreen 38): B early morning 2 to 2.5 h and B 08:30, both 12,000 JPY with a camera, 2027 schedule published. Kita no Shiretoko Kanko: dedicated eagle photo cruise, caps at 50 guests on an 86 seat boat. Aruran III (Marumi). Shiretoko Rausu Lincle: 10 seat small boat, late January to late March.
