Odds: Long shot, 2 of 5. Verdict: Avoid.

African Lion: you might see it, but it is far from sure (Jun–Sep, Nov–Mar)

None that survive the rule set. Sep is nominally the best month for predator activity and Jun–Sep the only viable window on wildlife grounds — but see Light Conditions for why that does not rescue it.

Also here
Elephant in very large numbers (Chobe's real strength), zebra migration to the Mababe Depression Nov–Mar, buffalo, spotted hyena, roan and sable. The Chobe riverfront to the north is genuinely world-class for elephant and buffalo from Pangolin's purpose-built low-angle photographic boats — worth an add-on, but it is not a lion product.
Light
18.5°S, so the solar geometry is fine — max noon altitude 48.1° on 21 June, golden hour 47 min in June, essentially identical to Duba an hour's flight away. The problem is not the light, it is that YOU CANNOT LEGALLY BE IN IT. Savute Marsh is inside Chobe National Park: NO OFF-ROAD DRIVING, NO NIGHT DRIVES, and you must be back through the gates before dark. That removes the entire evening golden-hour tail — which matters more for lions than for almost any other subject, because 79% of lion activity is nocturnal, the evening ramp only starts around 17:00, and the real peak is 21:00–24:00. You are gated home exactly as the animals wake up. And with no off-road you cannot reposition for angle or background either. Comparison that makes the point: Duba Plains and Selinda are at the same latitude with the same light and no gate at all.
Weather risk
Extreme heat and Heat haze (kills long lens)
Atmosphere
Savute Marsh is visually the most graphic terrain in the Botswana set — open marsh, dead-tree skeletons, sand ridges — and backlit dust Sep–Oct is excellent. Genuinely good raw material that the access rules prevent you from using properly.
Permits
Chobe NP: off-road prohibited, night driving prohibited, gates close at sunset, self-drivers present. This is the whole objection.
Getting there
Fly Maun or Kasane. Straightforward, and irrelevant given the above.

Who runs trips here: Not applicable for this brief. Substitute: Wilderness Savuti Camp, Kwando or Selinda on the Savuti Channel / Linyanti CONCESSIONS — same landscape character, off-road and night drives permitted, no gate. Or go to Duba Plains for water lions. UNVERIFIED: no current rate card for Savute Marsh park camps (Savute Safari Lodge, Camp Savuti) was retrieved. Expect roughly $700–1,400 pp/night for lodges.
