Also here
Aplomado falcon (nesting, federally endangered), 417 recorded bird species, wintering redhead duck concentrations in the hundreds of thousands, sea turtles on the South Padre side. A legitimate bird destination — just not an ocelot one.
Light
Bitterly ironic: this is the best light of any ocelot location on the list. Max solar altitude 40.3° (21 Dec) and 42.5° (15 Jan) — the lowest sun of any candidate site — with golden hour stretching to ~34 min and civil twilight ~25 min. Winter light here would be genuinely excellent. It is also completely unusable, because the refuge is open sunrise to sunset only and the cat is strongly nocturnal. The one time of day the animal is active is the one time you are not permitted to be on the refuge.
Weather risk
Extreme heat and Heat haze (kills long lens)
Atmosphere
Coastal fog off the Laguna Madre is plausible in winter but irrelevant given the access constraint.
Permits
Refuge open sunrise to sunset, 365 days; trails dawn to dusk. No night access. Ocelot is federally ENDANGERED in the US. Interior access is largely by a shared 4-hour tram tour with very limited opportunity to get out — reviewers explicitly describe it as a birders' outing with poor photographic freedom. Private ranchlands holding the larger population are closed and unsurveyed.
Getting there
Harlingen or Brownsville airports, straightforward drive. Trivially accessible and entirely pointless for this subject.

Who runs trips here: None. Friends of LANWR run an annual Ocelot Conservation Day in March at Gladys Porter Zoo, Brownsville — an education event, not a photographic opportunity, and captive animals in any case.
